Chamber of Accounts: Russia will lose millions due to implementation of Customs tariff of the Customs Union

Budget losses of the Russian Federation are evaluated for 158 mln USD in the 1-st quarter of 2010 after implementation of the common Customs Tariff of the Customs Union.
According to data of Chamber of Accounts, the common Customs Tariff of the Customs Union corresponds to the level of rate of Customs Tariff of Russia for 82%. Rates reduction in Russian Federation touched upon 10% of general import, the increase of customs duties rates touches upon 350 positions (3% of general import), RIA News reports.
“Incomings of entrance duties to the budget decreased in the first quarter of 2010 in comparison with the analogue period of the previous year down to 5,3% and made up 100,2 billion Rubles. Actually for the first quarter of 2010 the omitted incomings connected with the changes of entrance duties rates in comparison with analogue duties rates of customs tariff of the Russian Federation, and could be evaluated for 158 mln USD”, Chamber report says after the check of implementation of principal measures on formation of the Customs Union.
Therewith auditors think that short-term loss of the part of export duties incomings will be compensated at the expense of taxable base broadening due to the rise of economic activity which will be raised by integration”.
