NPP construction protester may face 15 days in custody and fine

Mikalai Ulasevich, the coordinator of the regional public campaign “Astravets NPP is Crime”, has been charged with disobeying police orders.

He may be fined up to 50 basic units and taken to custody for up into 15 days, BelaPAN news agency reports.

There were two trials over the case in Ashmyany (the Hrodna region) on October 26 and 29. The third trial on October 31 was adjourned because the defendant fell ill. The new date of the trial has not been set yet.

Ulasevich is accused of disobeying the legal orders of an officer on duty (article 23.4 of the Code of Administrative Offence of Belarus). According to him, the police report reads: “He refused to get in a police car for questioning in connection with the discovery and distribution of leaflets in block of flats No. 49 on Valadarski Street in the town of Astravets. He shouted, swung his arms, behaved aggressively and snatched his arm.”

The activist denies his guilt and says the prosecution is politically motivated.

Ulasevich was detained by plainclothes policemen in Astravets on September 21. Ulasevich says the policemen searched him and later searched his car and home.

Ulasevich, a pensioner with a level 3 disability, lives with his cancer-suffering wife in the village of Varanyany four kilometres from the nuclear power plant construction site. Having been actively protesting against the NPP construction since 2008, he initiated the public campaign  “Astravets NPP is Crime”, which found support among local dwellers.

He ran in the “parliamentary elections” as a member of the United Civil Party and withdrew from the elections like his party fellows. Ulasevich demanded to immediately stop construction of the NPP in Belarus. The activist and his supporters think the construction works are being carried out with serious violations of the legislation and technical standards.
