Paradox: Number of dismissed is growing, and number of unemployed falling

A statistics paradox is observed in Belarus: the number of persons dismissed over the year has grown by 2.3%, while the number of unemployed has on the contrary decreased by 6.3%.
Where does this statistics gap comes from? The chairman of the Trade Union of Radio and Electronic industry Henadz Fyadynich explains to Belsat.
The National Statistics Committee has published a new report according to which a misbalance is observed in Belarus: there have been dismissed by 28,274 persons more then hired. However, the total number of unemployed as of the end of April was 30,600, which is by 6.3% less than last year in the same period. Belstat underlines the general trend of decrease of officially registered unemployed.
“They should be searched for in Russia,” the trade union leader Henadz Fyadynich said. “It would be a positive trend if people, for instance, builders, left as we do not have what to build here. But the real reason is different: they go to the country where they can earn money to maintain their families. They are bringing here 700-800 dollars from their constructions. Such sums could not be earned in our country.”
The rating of those who left their jobs is topped by workers of processing industries (55,000), builders (37,000), education sphere workers (22,000), as well as workers of transport and communications (17,000).
Henadz Fyadynich turns attention to the fact that despite statistics misbalance between those who left employment and those hired, the level of professionalism is declining.
“Primarily experts of high class are leaving. They have what to aspire, and they can earn more in a different country. It is laughable to sign up for unemployment benefits of 20 dollars per month, and besides be used for welfare works. It means not to respect oneself,” Fyadynich said.
The expert believes that under the current policy it is next to impossible to improve the situation, and less ambitious builders from poor countries are going to replace our builders at their working places
