Orsha district executive committee searched, official arrested

A criminal case has been opened against Ivan Hurbatau, deputy chairman of the Orsha district executive committee.

The official's home and office were searched this week, witnesses say. Ivan Hurbatau was detained by investigative agencies. The criminal case was opened in connection with TopEuroStroy private firm. The official's son was a co-founder of the firm, orsha.eu reports.

The official is accused of violating part 3 of article 426 of the Criminal Code of Belarus (abuse of power). The offence carries a punishment of from 3 to 10 years in prison and suspension of the right to hold certain posts and perform certain activities.

Ivan Hurbatau is held in a pretrial detention facility at the Orsha police department. No charges have been brought yet. The investigation is carried out by the Investigation Committee's department for the Vitebsk region.

Charter97.org learnt from a source that TopEuroStroy, a firm well-known in certain circles, received all construction orders from the district executive committee.

“Law enforcement agencies in Orsha were shocked by the first outcomes of the audit of the company. It turned out that the company, not notable at first glance, having neither an office nor a legal address in the town, not possessing a single unit of construction equipment to carry out even the simplest construction works, regularly came out as the winner of all possible biddings in the sphere of construction works,” a reader wrote earlier.

It came out that Orsha officials and the administration of the superior Vitebsk region executive committee tried to conceal the results of the unpleasant audit. No results of the audit went to media. The press services of the Investigation Committee, police and prosecutor’s office also remain silent. Independent observers tend to think the case is likely to be hushed up.
