Export of “bitumen and additives” to reach $500mn soon

The smuggling is hidden by different codes of the harmonised System of the Customs Union.

Belarus has exported oil products for $450mn without paying customs duties to the Russian budget for the last seven months. The authors of the new scheme used different codes of the Harmonised System of the Customs Union to make the rapid growth of the oil products smuggling less visible. It is well seen from the data of the National Statistics Committee regarding the export and import of goods in January-July 2014.

In January-July, bitumen mixtures based on mineral tar (HS code 2715) remain the main but not the only position of Belarus's export of oil products that is not liable to customs duties. According to the official statistical data, supplies of bitumen mixtures to the UK were 266.1mn dollars. It's worth noting that the country did not export such goods to the UK in 2013. The volume of bitumen mixtures export to Lithuania rose 156-fold to $4.8mn in comparison to the last year. So, the data for the two countries show $270.9mn of an overwhelming breakthrough to the highly competitive EU markets.

Other antiknock preparations, oxidation inhibitors, gum inhibitors, viscosity improvers, anti-corrosive agents and prepared additives are ranked second in the volume of export. Their export from Belarus to the Netherlands and the UK was $82mn and $52.1mn respectively for seven months of 2014. A total export of goods under HS Code 381190 was $134.1mn. The export of antiknock preparations was zero in 2013.

The export of additives for lubricating oils containing bituminous mineral oil (HS code 381121) to Latvia suddenly grew 1063-fold reaching $8.8mn. The export of additives to Latvia was $2.1mn (they were not exported in 2013). It gives additional 10.9mn dollars.

Belarus doesn't forget the popular solvent business exporting biodiesel and mixtures (HS code 3826). The main consumers of Belarusian biodiesel are Lithuania ($14.6mn, a 13-fold growth), the Netherlands ($6mn, no supplies in 2013) and Latvia ($5.7mn, no supplies in 2013). It gives a total of $26.3mn for seven months.

Minor exports include petroleum bitumen (HS code 271320). In 2014, its export to Latvia increased 6.6-fold (to $3.3mn), to Lithuania 8-fold (to $2.2mn) and to Estonia 2-fold (to $3.1mn) giving a total of 8.6mn dollars.

A total sum of the “innovative” export for seven months of 2014 exceeds $450mn. It is less than the export of solvents and thinners ($2.526bn in the first half of 2012), but it also doesn't provoke a nervous reaction from the Russian authorities.
