Voters’ Experiment Disclosed “Electoral” Fraud

At the polling station №60 in Maskouski district of Brest ballot paper rigging was exposed.

A member of “For Freedom” movement filed an application to the Prosecutor of Brest asking to open a criminal case “on charges relating forgery of electoral documents in the elections of the President of the Republic of Belarus and knowingly incorrect counting of votes at the polling station №60, Maskouski district of Brest.”

As informed by the press-service of “For Freedom” movement, the fact of violations was established by Dzianis Turchaniak as a result of an experiment.

On October 9 Turchaniak came to the polling station, where he was given a ballot paper and offered to go to the voting booth, and he did so: “However, I decided not to take part in the early voting, and didn’t throw the ballot paper into the box for early voting. I placed a sheet of paper into the ballot box, and then left the territory of the polling station, carrying the ballot paper with me.”

“It was interesting to me how the lack of my ballot paper during the votes count is to be reflected in the reports of the electoral commission on October 11, 2015. That is why I decided to be registered at that polling station as an observer, to see everything firsthand,” Dzianis Turchaniak said.

Besides, he learnt that several other voters did the same: they didn’t cast their votes in the early voting, but “kept the ballot papers as souvenirs – to remember about the presidential elections – 2015.”

These ballot papers were given to the “For Freedom” movement activist: “Thus, I had already 4 bulletins, which had been issued at the polling station №60 of Maskouski district of Brest during the period of early voting. These four ballot papers have signatures of members of the elections commission on them.”

On October 11, in the capacity of an observer, Turchaniak turned attention to the ballot box for early voting and noticed that “the shape of the plasticine with an impression of the seal, as well as the place of the cord in relation to the plasticine, differ from the ones on the day of my voting.” He told so to the chairperson of the commission Halina Kivel, as he had come to the conclusion that “the early voting ballot box had been opened during the early voting illegally, and the seal was put on it again.”

During the vote counting Turchaniak learnt from the chairperson of the commission that 365 persons had taken part in the early voting at that polling station, and 365 ballot papers had been given to them.

“As I had 4 of those ballot papers with me, shortage should have been found during the votes count. No more 361 ballot papers could be found in the ballot box. But that shortage had not been found by members of the commission, who in the vote count established that 364 ballots were in the box for the early voting, which is by 3 ballot papers more than the quantity which could really be there,” the member of “For Freedom” movement wrote to Brest prosecutor.

And finally, “in the ballot box for early voting there were no sheets of paper, thrown by me and other citizens, which is a proof of unsanctioned access to the ballot box contents.” He makes a conclusion that “the sheets of paper had been taken away from the ballot box by an unidentified person and replaced by false ballot papers.”

Dzianis Turchaniak attached copies of the ballot papers, cast into the ballot box, to the application to Brest prosecutor, and asks to carry out a check of these facts and open criminal proceedings on the fact of forgery of ballot papers and knowingly incorrect vote counting.”
