Police Refused To Open Case Over Attack Against UCP Activist

A refusal to initiate criminal proceedings over the assault on an observer of the United Civil Party Mikalai Kazlou on October 11 has been received from the police department of Central district.

We remind that criminals inflicted bodily injury, trying to seize his tablet, where the details of the crime related to rigging the election results were recorded.

As informed by the ucpb.org website, the document received by Mikalai Kazlou, is signed by: the lead investigator of the police department of Central district of Minsk, Police Captain A.K. Huseu, Police Lieutenant Colonel A. L. Piatrovich, and authorized by Police Lieutenant Colonel P.L. Kudravets.

Mikalai Kazlou, Police Lieutenant Colonel in reserve, a lead investigator of special cases, who had been a victim of the crime, comments on the document:

“It is a travesty of the law and humiliation of me as a former officer of the criminal investigation department. – Mikalai said. – I believe that policemen are secreting the crime deliberately, using laughable excuses.

Just look at the phrase: “A criminal intent to steal the tablet had not been established…”(?!), which has become the reason for refusal to initiate criminal proceedings. From my point of view, it is a total absurdity! One immediately starts to doubt capacity of the person who drafted the document, and his superiors, who signed it.

Judge for yourself: the law-enforcers have not performed their duty, search for criminals, and they use this proof of their lack of professionalism (!) as a pretext to refuse to initiate criminal proceedings!

Once again: there is a statement about the attempted stealing, there was bodily damage resulted from attempted stealing, but there is no crime! And there is no crime on the ground that policemen either didn’t want, or could not find criminals and in fact acquitted them in absentia: “A criminal intent of the unknown to steal the tablet had not been revealed…”!”

Now the materials are at the prosecutor’s office of Central district of Minsk, and it is to evaluate legality of this ruling.
