Authorities have lied: Inspectors confiscate goods from market traders

The Belarusian authorities violated the promise not to confiscate goods from market traders who work without certificates.

Inspectors confiscated goods worth more than 150 million rubles from a sole trader in Vitebsk. It happened despite assurances of officials, including Lukashenka, that no sanctions for trading without certificates will be imposed until January 1, 2016.

“In spite of statements of the deputy minister of economy and letters from the Tax Ministry, calling on market traders to work and pay taxes without fear of sanctions, the goods of market trader Sviatlana Vayevodzina were confiscated. The case will be submitted to a court,” Anatoli Shumchanka, the leader of Perspective organisation, told the website Belorusski Partisan.

“I talked to the tax office yesterday. I asked if they had scruples. The deputy minister of economy ordered not to punish people. The decree allowing people to trade without certificates is being prepared. A representative of the tax office answered that they worked in accordance with the law and didn’t violate anything. She said they had no right to review the decision,” Shumchanka says.

“The goods were confiscated because I didn’t have documents on me. I had all certificates and invoices, but they are at the tax office for a scheduled check. I wrote so in the explanatory report, but the inspectors didn’t find the reasons compelling and confiscated my goods worth more than 150 million rubles,” Sviatlana Vayevodzina says. “I filed a complaint about the illegal actions by tax inspectors. We are waiting for a reply. I don’t know what to do.”

“We warned about it,” Shumchanka says. “Officials say they won’t punish anyone, but there are no legislative acts to confirm their words. As a result, a woman with a child has left without means of living. All her goods were confiscated. How can we believe the authorities after that?”
