One of MTZ chief executives charges with bidding process fraud

Bidding process papers were formalized in such a way that a “necessary” organisation became a winner of a tender.

Investigators found out that in June 2014 during a bidding process, when services were to be bought out of the funds of the plant, a chief executive of one of the departments of OAO MTZ (Minsk Tractor Plant) gave an illegal order to his subordinate to make false documents relating negotiations process. It was supposed that during negotiations a contractor for roofing work in the building of the organisation was to be chosen on a competitive basis, BelTA reports.

A preselected construction company was to become a winner, however three formal participants of the bidding were chosen as well. On their behalf uncompetitive tender bids were drawn up.

As a result of a check held by officers of the economic crime control department, the falsified contract was cancelled. The damage to the enterprise equal to more than Br664 mln was prevented as well.

Besides, policemen talked to chief executives of the three companies which business proposals had been found allegedly uncompetitive. It turned out that there had been no estimation of construction cost works in the building site made, however they signed required documents after a request they received.

Law enforcers also turned attention to the fact that since the day of its foundation, the construction company chosen by OAO MTZ as a contractor in a result of false negotiations, had been carrying out almost all of its works at Minsk Tractor Plant (MTZ), and regularly won over other companies’ proposals.

In addition, there are reasons to suppose that in autumn 2013 the company carried out repair works in the flat of a suspected manager of OAO MTZ on a free-of-charge basis. The repair works were not officially formalized in any way.

A criminal case has been opened against the executive of the plant. He is charged with abuse of office.
