Anatol Zmitrovich: State structures of Belarus receive 90% of foreign aid

Anatol Zmitrovich, Director of analysis center of the Republican Federation of Entrepreneurship, stated at the business forum on September 28, BelaPAN reports.

He reminded about Decree No. 4 of 2010 and government's programme on small business development. "It was failed, as well as all indicators. Almost all regional programs for small business development were not implemented. The main objective was to reach a 30% of GDP for a small business. Now it is to be implemented before 2020", Zmitrovich said. The businessman adds that until now the prepared law on private and state partnership has not been adopted.

Businesses still are not allowed to means of international financing. That happened to huge funds for concept design of sustainable development in regions. "Business was not involved in those processes. State structures of Belarus receive 90% of foreign aid", Zmitrovich stressed.

In first six months 62 thousand business entities filed documents for liquidation. It proves the recession. Within this period 7 thousand business entities registered as craftsmen, who "wanted to avoid the responsibility under anti-sponger decree". Small businesses "are almost not registered".

"According to business structures, in the beginning of the year business activity index made up minus 0.8, not it is even worse. 90% of entrepreneurs declared the deterioration of business conditions, 80% declared the lack of dialogue between the authorities and business community, " Zmitrovich summed up.
