Resolutions And Their Implementation

No matter what kind of war is waged – cold, hot, hybrid, or any other – all of them are held with direct participation of information campaign.

Information attack can be compared to a main subversive group sent into the enemy rear with the purpose of destroying or paralyzing its whole operating system. The information war is conducted before, during and after any war. It is conducted constantly.

Means used by “generals” of information campaign are not different from those used by their military colleagues. Those means depend solely on the degree of dishonesty of the political power of a particular warring country. All's fair in love and war. Those who lose the information war can hardly count on victory in the overall war.

The European Union indirectly admitted that it was beaten hollow in the first round of the information war. It was beaten by every opponent. By ISIS, Russia, Islamic terrorist groups ... by every possible enemy. And then, the EU has suddenly awoken in cold sweat. And the deputies of the European Parliament finally approved the resolution on combating anti-European propaganda, which, in their opinion, is disseminated by Russia and Islamist terrorist groups.

Well, better late than never. This document is truly historic, and it requires special attention. Well, it should be treated seriously, as the most important aspects of the European information security are outlined there in black and white. At least it is said there that “enemy propaganda against the EU and its Member States aims to distort the truth, raise doubts, separate the EU and its partners in North America, paralyze the decision-making process, discredit the EU institutions and instill fear and uncertainty among EU citizens”.

This is appalling! Interesting observations! However, those observations are hardly disputed. I personally did not read anything new in that document. In fact, such observations were discussed long before the adoption of this document by a lot of journalists, whose opinions were somehow ignored all these years. And even in the former Soviet Union, serious concerns about the origin and development of Russian propaganda system were raised by most independent media until they were closed down by the post-Soviet totalitarian regimes.

Furthermore, all opposition politicians of the CIS countries were yelling at the top of their voices about the development of Russian propaganda. However, no one wanted to hear them during the negotiations of European politicians and post-Soviet totalitarian power. Even in the old Europe itself, a lot of analysts were signaling a real state of things to the European officials. But the politically correct policies and a lot of “newfangled” words served as a silencer of such information.

And now, a crucial breakthrough of consciousness has happened! Apparently, hard times have come. No more jokes.

“The EU, – emphasized in the document, – should take active measures to combat campaigns of misinformation and propaganda”. And here comes the most interesting thing. What measures should be used? It is meaningless to talk about countering anti-European propaganda from, for example, ISIS. This should be dealt with by security services.

In Belarus, at the same time, we are well familiar with Russian propaganda. After all, we live under its influence for more than two decades, and few people cared about that. Few people gave this problem so much attention, as this resolution did. And what is more strange is that talks about countering pseudo-information and anti-European campaign are conducted under already traditional fears and rumors that even those few media, that aim at recipients in Belarus and deal with fight against pseudo-information even without any resolutions, will be left without any support.

However, authors of this resolution certainly know about this aspect very well. After all, the resolution itself, which, by the way, is only a recommendation, was prepared by a Polish deputy Anna Fotyga. This topic is not new for Polish politicians. Well. Resolution is one thing, but methods of its implementation are another thing. Let's see how it will work in practice.
