Lukashenka: “Social Parasites” Decree Remains Necessary And Timely

The dictator stated he had no intention to abolish the Decree.

The Decree #3 dated April 2, 2015 “On Prevention of Social Parasitism” will be preserved, after elimination of the revealed flaws. The improvement of measures in this sphere is being discussed today at the session with Lukashenka, BelTA reports.

The dictator noted that the people named the corresponding document as “social parasites decree”. “I think there is something in it. Let us not argue with the people,” – he said. – The Decree was aimed at liquidation of a very important problem – social parasitism. The solution of this problem was seen in stimulating of employable population, who can and must work, to the legal labour activity and securing fulfillment of the constitutional obligation on participation in financing of the state expenses.”

Lukashenka reminded about the obligation to carry out thorough monitoring of implementation of this Decree in practice and the processes happening in this sphere. “There were offers even to abolish this Decree: much criticism, difficult to administer, and many other issues,” – the dictator summarized.

The corresponding themes had been repeatedly discussed during the reports of Marianna Schchotkina, who used to be the Minister of Labour and Social Protection of Belarus, to the state leader. "I said then that no matter the talks, it is necessary to live and work with it before taking any extra decisions. Over a year passed. Now we more or less see what this Decree gave us, what the positive sides of this document are. There are flaws? So what, let’s correct,” – Lukashenka stated.

The dictator underlined that what worried him the most was not that the citizens who fall under the norms of the said Decree receive certain free service and benefits. “I am most worried about the people’s reaction to drones. A man who can work, with no disabilities, or limitations in certain abilities and opportunities, must work to support himself and his family, and be useful for the country by paying taxes," – Lukashenka said.

He offered to find out which problems occurred in the process of implementation of this Decree, how safe the defensive screen they put against social parasitism is, and whether the elaborated mechanism affects the people who don’t want to work or work illegally. Lukashenka also wondered what the real practice of implementation of the Decree was in local terms, and how well and reliable the compilation of lists of this fee’s payers appears.

"I receive the reports that quite often the notifications for payment of the fee come from the tax inspectorates to the people who are not obliged to pay it, so they should not be included into these lists by the state bodies: students, women on maternity leave, and even conscript soldiers,” – the dictator said.

"In this situation, there will always be flaws. The most important thing is that we should see them and eliminate them timely,” – Lukashenka underlined.

The ruler also demanded to report the results of the government’s fulfillment of the order to create a sufficient amount of jobs to employ the unemployed citizens, and the results of the monitoring of the level of unemployment in all the regions of the country.

As reported by Vice-PM Natallia Kachanava, the government together with Lukashenka’s administration carried out a monitoring of the Decree’s implementation. The main conclusion is that the decree remains timely, objective and necessary, and has a positive impact on the sphere of work and employment, involvement in a legal economic activity of the unemployed population.
