OSCE ODIHR Demands Fair Elections From Belarusian Authorities

The OSCE ODIHR has published the final report of the mission on monitoring the "parliamentary elections" in Belarus.

The organization continues to recommend Belarusian authorities to improve the electoral legislation.

"The laws and regulations are to be comprehensively reviewed in the light of previous recommendations of the OSCE ODIHR and the Venice Commission. In particular, the approach to the formation of election commissions, observers' rights, voting system, vote count and tabulation of results are to be revised. The law is to provide equal rights for the participants of the electoral process, the real competition, the free expression of the will of the voters and the integrity of the electoral process," – the final report of the OSCE ODIHR states.

It notes that all the relevant regulations are to be reviewed and amended in order to guarantee no restrictions to fundamental freedoms.

At the same time, the document says, "in order to ensure legal certainty, the main aspects of the electoral process are to be governed by law, not by the Central Election Commission provisions."

In this context, the OSCE ODIHR recommends to implement a legal reform in plenty of time prior to the next election campaign in Belarus.

Also the final document notes that "the constitutional and legal framework does not guarantee fully the holding of elections in accordance with OSCE commitments and other international commitments and standards."
