Belarus To Change Procedures For Launching Criminal Cases

The issue will be discussed with the heads of defense and law enforcement agencies in May and June 2016.

Aliaksandr Lukashenka said this at an extended meeting of the board of the Investigation Committee on the results of 2015, BelTA informs.

“The main question here is whether we really need it. Will it be to our benefit? If this is a radical measure, well, let’s then take radical measures. What is most important is that we should be absolutely convinced that it is necessary, useful, and will have a positive effect,” – Lukashenka said.

“We’ll get together and make a decision or reject it after studying the facts and will not come back to this”, – the governor said. Aliaksandr Lukashenka pointed out that people do not usually come to the police with a statement for no reason.

“Basically, people come with their problems and pain and bring the statement. And people shouldn’t be palmed off. Maybe, if in fact the statement is not worth a damn, it is necessary to consider an application at the stage of inquiry, without opening a criminal case,” – Lukashenka said.

He added that it is possible to tell the person that a criminal case would not be opened.

“We should somehow satisfy his request, starting with a dialogue with him, ending with the measures taken at the inquiry stage. If need be to initiate a criminal case, the investigator has to pose the question very tough to the investigator,” – the governor said. Aliaksandr Lukashenka stressed that the criteria for evaluating the work of the investigators should not be narrowly departmental.
