How is the government going to be changed by Lukashenka?

While the report on results of country's development in the first quarter, Aliaksandr Lukashenka called on the government, the National Bank, governors to focus on remediation of the situation in the country.

- It regards everyone; the dictator said and criticized failure to fulfill socio-economic indicators. - You have a quarter to regroup and present corresponding results. If not, then other people will do it.

The importance of it is stressed by Zautra Tvaie Krainy.

- There are no specific plans for 2016, they've been initially based on suggestions that failed, economist Siarhei Chaly comments on the situation. - It touches upon currency rates, raw material prices. Moreover, all these plans were not relevant long ago. For five years already we've been failing to comply with them. However, we've got over it. And anyone is hardly responsible.

The expert says that there is no alternative for ineffective members of the government now.

- The bench is a short one. Will Kabyakay be replaced with Myasnikovich again? Nothing is going to change then, Siarhei Chaly believes.

The expert notes that the core problem now is that original tasks cannot be fulfilled.

- It is about "let's change the situation with the same base", Siarhei Chaly stresses. - The Program for socio-economic development up to 2020 is a well-organized document, however, it is not our story. For instance, the main tasks are as follows: macroeconomic stability, non-debt financing of the country's external debt and the formation of international reserves. Such conditions are consonant, for this reason the government cannot fulfill the tasks.

Why is it essential to change the system?

According to Leanid Zlotnikau, the GDP is the main indicator of the country's development.

- Personal income and the modernization in the industry are also important, the economist adds. - But the story is not about indicators. It is like, if we are are on a steamer going westward, and we do our best to go to the east.

According to the expert, now the entire Belarusian economic system is ineffective, so no matter how hard bureaucrats try, indicators are not going to change for the better.

- Belarus lacks pricing discretion, market freedom, protection of the private property and land, Leanid Zlotnikau enumerates. - For instance, we have invested much money in the agricultural sector: while the USSR, Lukashenka's times and it is still loss-making. Despite the second position in the exports, it is loss-making!

At the same time the expert draws attention to the Ukraine's experience.

- In 2000 they had the reform that entitled people to rent the land and now their export of agricultural products is highly-profitable. The changes to the system made it possible. Belarus does not practice it. It is useless to talk about any indicators here.
