On April 27, CEC Chairperson Lidziya Yarmoshyna and Lukashenka held a session during which they picked the date for the “parliamentary elections” – September 11, 2016. Apart from that, Lidzia Yarmoshyna coordinated CEC’s suggestions regarding amendments to the electoral process in correspondence with the OSCE’s recommendations, with Aliaksandr Lukashenka.

Thus, “it is planned to increase transparency of the process of election commissions’ formation” already at the upcoming elections. Yarmoshyna has said that she prepared a resolution, according to which selection of the election commissions’ members “will be conducted upon discussion”. The bodies that form these commissions will be obliged to discuss every contender.

However, human rights defenders doubt that such resolutions will make the access to the election commissions for the opposition contenders any easier.

“There are no criteria of selection of members of the election commissions in the Electoral Code, thus, the discussions that Yarmoshyna mentioned will be senseless,” – says human rights defender of “Viasna” HR center Valiantsin Stefanovich. “Transparency of the electoral process means transparency of all procedures. Both the ODIHR OSCE and the campaign “Human Rights Defenders For Free Elections” suggested the variant when all ballots are counted by only one member of a commission, each ballot is demonstrated to all present and the result of the vote it contains is sounded. However, unfortunately, we see this suggestion will not be put into practice. It is also sad that most recommendations of the ODIHR OSCE have been fully disregarded,” – Valiantsin Stefanovich summarizes.
