Pavel Kazlouski: Military Doctrine Contains A Know-How From Lukashenka

The military doctrine of Belarus in 1992-1994 was aimed only against the external threats to the country’s sovereignty.

Former Minister of Defense of Belarus in 1992-1994 Pavel Kazlouski has said this to charter97.org, commenting the country’s new military doctrine, adopted by the “House of Representatives”.

– Today’s Minister of Defense Andrei Raukou has said that, apart from the external threats, the new military doctrine prescribes solving of the “interior threats” issues. Such wording reflects the decision of the top officials, while Raukou has only announced it as an executor.

– What was the military doctrine of Belarus like when you where the Minister of Defense?

– The military doctrine was aimed at solving the tasks in accordance with the existing threats to the sovereignty of Belarus. These could be both raiding forces and extremist groups, but only from the outside. There was no solving of tasks on “internal” threats in the doctrine adopted by the Supreme Council of the 13th convocation. There were no tasks to conduct any struggle with the internal opposition. The “internal threats” seem to be the current authorities’ know-how.

General-Colonel Pavel Kazlouski was appointed the Minister of Defense of Belarus on April 22, 1992. He resigned together with the government after Aliaksandr Lukashenka came to power in late July, 1994. After resignation, Pavel Kazlouski devoted himself to the civil and political activity (he was a member of the United Civil Party till 2001), created the International Fund of Health Rehabilitation for Former Military Men and still works as its president.

Pavel Kazlouski was an accredited agent of presidential candidate Andrei Sannikov at the presidential election in 2010.
