Most problems of the small business remain unsolved as well.

The chairman of the public association Perspektyva Anatoly Shumchanka talked to Belsat about preparation for holding regional forums, and about current problems of sole traders.

– You told that only Perspektyva achieved changes. What changes are they?

– Winter protest rallies are the results of Perspektyva activities, of sole traders’ forums, when we consolidated. We achieved that there is a ruling of the Supreme Court on issues of work of sole traders with invoices from Russia. It is written in this ruling that if the firm indicated in the invoice is registered in the Federal register of Russia, our controlling bodies should have no questions to a Belarusian sole trader.

In practice it means that before the ruling tax inspectors came and could seize all goods. They took invoices and said that they have questions about those invoiced. After that a businessman had visit them many times and prove he was not a criminal. This abnormal perspective has been changed by Perspektyva. Now inspections take place, but all invoices from Russia are accepted, and we see no problems in work with them.

– What are the most pressing challenges remaining now, and what new are brewing?

– The main unsolved problem is the problem of certification. In winter the State Standard committee stated that they would not carry out certification checks for half a year. This term expires in June. No one knows, what is to happen then. If these words are to be understood literally, in half a year checks are to start. And it means seizures and huge fines.

Secondly, the trade is slack. People are suffering losses.

– Are there measures prepared in case the authorities would try to thwart your coming forums?

– Regional forums are to take place in any case with participation of activist sole traders. The aim of the forums is to show that we are active and we continue our struggle.
