Ukraine cannot be guilty of failure to comply with Minsk accords.

Thus, Russia is the one to blame. Russia does not leave the Donbas, Russia does not cease fire there, it does not leave the Crimea, and there are even more Russian arms. Thus, Russia is the one to blame. Ukraine has been also urged to do its best to take reforms," Witold Waszczykowski, head of the Foreign Ministry of Poland, said to Radio Svaboda on May 4 after the meeting of foreign ministers of the Visegrad Group and countries of the Eastern Partnership in Prague.

Ukraine and the West have repeatedly urged Russia to stop destabilization in the Donbas and Crimea. Moscow was introduced sanctions on for annexation of the Crimea and support of militants in eastern Ukraine.

Minsk accords, inter alia, provide for withdrawal of all foreign units, military equipment from Ukraine and full control of the Russian-Ukrainian border in Donbas by Ukraine.
