Deputy Minister Of Energy: 10 Accidents Happened At NPP, 3 Dead

The Deputy Minister of Energy of Belarus has made a sensational confession.

10 incidents happened at the building site during the construction of the Belarusian NPP. This has been informed by Deputy Minister of Energy of Belarus Mikhail Mikhadziuk upon the results of the second round of the Belarus-Lithuania consultations regarding the Belarusian NPP, tut.by reports.

“10 victims were reported, but there were 10 accidents in fact,” — the Deputy Minister has stated.

According to Mikhadziuk’s assessment, given the scale of the construction — over 5000 workers, a hundred objects — this seems an acceptable figure. He has also pointed out that a system for incident prevention was organized at the construction site.

— In case of petty violations, the guilty worker gets a yellow card, as for the things like the lack of a helmet, for example, those are punished with a red card and the guilty person will not appear at the construction site anymore.

For the years of construction, there were three lethal accidents in total. Mikhadziuk stressed out that they also discussed the latest incidents at the construction site with the Lithuanian side. “The notification order has not been set yet – the object being not nuclear to date, the order of notifications doesn’t work,” — the official has noted.

According to him, Lithuania has been offered to set up a commission and agree which incidents should be reported to Lithuania and in which way.

The most serious incident from the point of view of the possible impact on security is the one which led to the demand to replace the reactor vessel. “We are discussing technical issues in the framework of the general contract with the Russian side,”— Mikhadziuk has informed.

We remind, the mentioned incident took place at the construction site of the Belarusian NPP on July 10 this year. The reactor vessel for the Belarusian NPP slid along the straps and touched the ground while moving. It happened because the builders violated the instruction for cargo slinging. According to “Rosatom”, the emergency situation ended with no damage of the reactor vessel.

A month later, Belarus took the decision to replace the reactor vessel. “Rosatom” agreed to Minsk’s position, having made it clear that they considered the reason for replacing not the issue of security, but the public opinion.

The Belarusian side insisted that it was decided to replace the vessel after the analysis of the documents set by the specialists who came to the conclusion it was impossible to verify the security of the vessel.

The first block of the Belarusian NPP was planned to start in 2018, the second one — in 2020. It remains unknown how the schedule will be shifted. We can assume that it will be no less than for 2 years. The industrial cycle of production of VVER-1200 reactor since the beginning of production of billets to the shipment makes 840 days. It is expected that, under the contract, the costs of the reactor vessel replacement will fall on the general contractor — JSC "Atomenergoexport" division of "Rosatom".
