KGB: Yury Chyzh Pleaded Guilty And Compensated For Damage

The KGB officially confirmed the release of the businessman Yury Chyzh from prison.

As the head of the press service of the KGB Dzmitry Pabyarzhyn said to BelaPAN, there is a common unified way to investigate the financial crimes in the state, regardless of the person's identity. “If the suspect pleaded guilty and compensated for the damage, there is no need of his further detention,” – the representative of the KGB said.

According to Pabyarzhyn, all the decisions on this criminal case were made in a strict accordance with the Article 88-1 of the Criminal Code of Belarus.

“Exemption from criminal liability in connection with the voluntary compensation of the damage (harm).”

Yry Chyzh, who was detained on March 11, was accused of committing a crime under part 2 of the Article 243 of the Criminal Code (evasion of taxes and duties on a large scale). According to the chairman of the KGB Valery Vakulchyk, after having learnt of the searches in the offices of his companies, the businessman attempted to escape abroad by car. Czyzh was driving in the direction of the border at a speed of 220 km / h, the plan “Intercept” was initiated for his capture.

According the KGB, last year Chyzh and two of his partners filed an application with the KGB about the illegal activity of the Chyzh’ deputy Uladzimir Yapryntsau. During the investigation a tax evasion of the Triple Company, to which Chyzh has relation, was revealed. On March 11 the KGB got the direct evidences of this.

It was revealed that in 2012 Chyzh ordered to establish a company in Moscow, which initially was not supposed to perform any financial and economic activity. A citizen of Russia, who had previously acted as an assistant and driver of Chyzh when the latter was visiting Moscow, became the founder of the company. “Triple” delegated the rights to use its trademark to that company and then, almost on a monthly basis, was transferring large sums of money to that company under the guise of payment for the use of the trademark.

The money was encashed in Moscow, handed to the cashier, who gave it to Chyzh. According to Vakulchyk, there were a lot of such firms.

On May 12, Vakulchyk said in the House of Representatives of the National Assembly that Chyzh wouldl remain in custody wouldn’t be released on bail. “There are no grounds so far(to release him on bail – BelaPAN), – he said. The Chairman of the KGB did not comment on the investigation of the case against Chyzh. According to him, the businessman’s conditions of detention in the KGB remand prison were normal.

On September 11, talking to journalists at the polling station, Lukashenka spoke about Chyzh’s case. “Let have it straight, the case against Chyzh is under the president’s control, and not only because he is a major businessman. Some time ago he was close to the president, and a lot of people associated his behavior with the president. I care about this issue,” – Lukashenka said.

He expressed confidence that the law enforcement authorities would check into Chyzh and other businessmen’s cases. “There is an economic crime – the non-payment of taxes. Let them multiply these taxes by three, and some of them by five, pay for what they have stolen from the state, go to work. And where are they now? They work, and are grateful for not being sent to not-so-distant lands for 15 years, as they would do in the US. The democracy as simple as that,” – Lukashenka said.

“The same sort of thing what concerns Yury Chyzh, – the ruler added. – As far as I know, he is agree with this. It is not about money. He has been exhibited a charge of 12 or 13 million dollars at the current stage of the investigation... He is treated in the same way as the others. And even a little better, because a lot of people stand behind back, behind his company. Do I need it? No, but the truth is the truth, you can’t offend against the law... Let him pay well and truly. If he asks me about something, I will consider his request and would react the same way as to other people’s requests. He knows it full well.”

Answering BelaPAN’s question, if Chyzh was in jail or under house arrest (this information appeared in the media after Chyzh had been brought to court without handcuffs at his partner Uladzimir Yapryntsau’s trial), Lukashenka said: “Do we have to bring him to court in handcuffs, like a gangster or a killer? It's stupid. The law enforcers were right. What handcuffs are you talking about? He is a suspect. I will be honest – if at some point he did not try to escape, and was not caught at 200 kilometers of speed, perhaps he would have been released on bail or would be under house arrest and the investigators would called him in for questioning. But he is for it now.”
