“Social Parasites” Demand “Invoice” For Social Services

A “social parasite” has a right to know what they pay Bn 360 for.

A young resident of Homel Artsiom Bianko was engaged in entrepreneurship early in 2015, and when the things went wrong, he closed his business and left for Russia where his mother lived.

Today, a “letter of happiness” caught him, just like so many Belarusians. According to the information of “Homelskaya Viasna”, the youngster didn’t feel bewildered but demanded the tax inspectorate should provide him a detailed calculation for the social services, received in 2015.

He sent a complaint to the address of the Inspectorate on Taxation and Dues in Chyhunachny district of Homel. In the document, he demands to provide him a detailed calculation on the rendered social services, for which he had been invoiced for Bn 360.

“Any citizen regardless of his occupation remains a customer of goods and services, thus a payer of indirect taxes and dues. In 2015, I participated in the financing of the state expenses by paying indirect taxes and dues. The legislation does not oblige me, as a physical person, to keep the record of all the paid taxes and dues. Herein, the tax inspectorate doesn’t have the calculation of the social services that I received within the year 2015 either,” - the resident of Homel wrote to the tax inspectorate.

Artsiom added that if the state introduces a fee for social services, the payer has a right to know what they pay for and how their money will be spent.

Here is another resident of Homel, not a “social parasite”. In the beginning of this year, a young father Artsiom Shaparau was invoiced for the social services he never received, by the Inspectorate on Taxation and Dues of Chyhunachny district of Homel. Artsiom wrote in his complaint that he raised a young kid.

Deputy Head of the Tax Inspectorate took the decision to cancel the previously issued invoice and to withdraw the notification.

Legal inspector of the Independent Trade Union of the Radio-Electronic Industry Workers in Homel region Leanid Sudalenka, who renders legal assistance to the population with regard to the so-called “social parasites issues” says that if a family has a child under 7 in 2015, it shows that both parents are released from the obligation to pay the introduced fee for temporary unemployment.

“Tax inspectorates should find out the circumstances under which the citizens are released from payment of the introduced fee. In practice, we see something different. For example, my son was listed as a “social parasite”, although he served in the army in 2015. I recommend that everyone should thoroughly study the Decree #3 “on social parasites” before paying the fee for temporary unemployment, and demand the detailed calculation on the rendered set of social services,” – the trade union’s lawyer has underlined.
