However, no one should fall into despair and try to solve the problem on their own, upon receipt of the “letter of happiness”.

Civil activist Volha Mayorava has told this in an interview to the charter97.org, commenting upon the notorious occurrence in Rahachou, when a woman hanged herself after getting the “letter of happiness”:

- As a human, I find it hard to feel anything but horror. Speaking as a specialist who deals with defending people’s rights, this case appears the result of our total rightlessness, because our social state stopped being one. The people no longer have any mechanisms of protection of their rights. I consider this a key moment.

A massive informational campaign should be held in the country. I am very sorry that only the opposition media write about such tragic cases. This characterizes the state quite well.

Also, I think that a system of support of the people who found themselves in complicated life circumstances should be created. The absence thereof remains yet another flaw of our allegedly social state.

Charity appears practically banned in our country, it is subjected to very high taxes, so it is impossible to create a network. As a result, the Belarusians cannot financially support their countrymen who got into a difficult life situation.

The lack of the state support remains a very sensitive issue which can be solved only at the budget level, and this requires a normal parliament. Here we come across purely political things that should be addressed at the state level. From a private problem, we have moved on to the national one.

- Do the Belarusian citizens, whom the tax inspectorates listed as “social parasites”, have any other way out apart from drastic measures?

- In my opinion, the most radical way out is uniting the society, there is also hope for some human rights defenders, who help people. We can count on the Independent Trade Union of the Radio-Electronic Industry Workers, on human rights defender Aleh Vouchak – these are the people who offer concrete help to the Belarusians.

Speaking about real resistance to the tax, mass non-payments of the “social parasites” seem one of the measures.

I think if the Belarusians show solidarity, disobey to the authorities and refuse to pay the tax, they will create the conditions when the authorities will be incapable of handling them.

In case the people start paying, they will become very vulnerable. If most people refuse to pay, the authorities won’t get everyone, they will start fearing mass protests and mass involvement.
