Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner has expressed concern over reports that Zmitser Dachkevich was fined by the Belarusian court for refusing to testify in a case against a fellow-member of an NGO, Mr Ivan Shyla.
