Human rights activists require to stop tortures in prisons

Human rights activist Raman Kislyak addressed a complaint to court on detention conditions in temporary holding facility of the Leninski District Internal Affairs Department of Brest.

As the human rights activist said to BelaPAN, he sent the document to the court of the Leninski district court on 17 December.

“Representatives of the district police department acknowledged the conditions in the THF to be improper, but didn’t react to the main item of my complaint. I asked them to acknowledge conditions of my detention in the facility form 13 to 15 October to be violation of the article 7 of the International Covenant on Civil and Political Rights, according to which “No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment,” the human rights said.

R. Kislyak noted that detention in a cell at the temperature of 10-14 degrees without bedding and miserly amount of drinking water reaches the “level of torture.”

The human rights activist sent his complaint to the corresponding institutions after he had been detained on 13 October, accused of minor hooliganism and placed in the THF, where he had spent 2 days.

The answer he received from administration of the Leninski District Internal Affairs Department said the examination was conducted and the administration was “pointed to necessity of creation normal detention conditions in the temporal holding facility.”

“My detention is one of the numerous detentions of the activists of the united democratic forces we see over the last time. It’s very important to obtain creation of humane conditions there,” R. Kislyak noted.

It should be added that activist Anastasia Illyina was released from the temporal holding facility of the Leninski District Internal Affairs Department of Brest on 18 December. She was recognised as a participant of an unauthorised event and sentenced to 5 days of administrative arrest on 13 December.
