Who is responsible for huge foreign debt of Belarus?

Signs of a crisis in Belarus are obvious. In September gold and foreign exchange reserves dropped from $5.6 billion to $4.9 billion, while the foreign debt of the country is about $16 billion already. Who is responsible for such huge debts in Belarus?
