Criminal cases for unpaid fines?

Prosecutor General of Belarus Ryhor Vasilevich stands for criminal responsibility for citizens who haven’t fulfilled court decisions.
A BelTA correspondent learnt it from the Prosecutor General’s Office of Belarus.
A popular way of intended non-fulfilment of judicial decisions by debtors of working age is unwillingness to find an official job in order to bilk compensation of damage and debt service. As a rule, such people do not have property and money means.
Though this problem is significant, there is an evident gap in the legislation. In this connection, Prosecutor General of Belarus ordered to prepare a draft law on amending the Criminal Code of Belarus, providing criminal responsibility for non-fulfilment of judicial decisions not only by officials (as the acting Criminal Code provides), but also by common citizens.
This measure will allow to influence the persons, who don’t compensate for damage (debt) to the state or individuals after serving a criminal punishment or after delivering a decision on civil suit.
As Prosecutor General of Belarus thinks, these persons must be demanded to file income declaration to find out their sources of subsistence.
