Belarusian oligarch earn on smuggling

Lukashenka's “purses” are reported to have business with Europe.

As charter97.org has learned from its sources, Belarusian oligarchs smuggle processed oil not paying taxes to the budget of Russia.

In particular, Interservice company owned by Navapolatsk-based Mikalay Varabei, a businessman close to sanctioned Yuri Chizh (Yury Chyzh), receives oil products from Tatbelnefteproduct, a subsidiary of Russian Tatneft refinery. Diesel fuel is then exported to the Baltic states as T and L solvents and mazut M-100 as anti-corrosion agents.

It should be noted Russia raised oil and petrochemical export duties to $304 per tonne on April 1, while solvents and anti-corrosion agents go duty-free.

According to the latest data, 3.2 million tonnes were exported to Latvia by the Belarusian railroad in a period from January to March, which exceeded the export volume of the first quarter of 2011 by 73%. It won't be a problem to calculate how much money Russia should have received as export duties.

Such manipulations are hardly possible in Belarus without a cover by Lukashenka's family.

Information about Interservice company is very poor. The company has been dealing with refining at Belarusian refineries, mostly at Naftan refinary, on a give-and-take basis for about 20 years. It is engaged in wholesale selling of oil products (petrol, diesel fuel, mazut, bitumen) to the CIS countries and the EU. Lion's share of products goes to ports of Latvia. It's not strange that Interservice company is the biggest private tax-payer in the town of Navapolatsk.

Mikalai Varabei is a co-founder of the company. He is considered to be a rather influential businessman in Navapolatsk and Belarus. Varabei was a member of governmental delegations that paid working visits to CIS countries.
