Minister and Lukashenka's aide get caught with toilets

Aleh Kachan and Ihar Zaichkau will answer to the dictator for toilets at their dachas.

It should be reminded that after a meeting in the National Olympic Committee in October 2012, Lukashenka dismissed minister of sports and tourism Aleh Kachan and his aide for physical education, sport and tourism Ihar Zaichkau. The ruler severely criticised the officials and hinted they more cared about their well-being than about Belarusian sport,” Yezhednevnik reports.

No surprise that after the meeting in the NOC Lukashenka ordered the law-enforcement bodies to look into activity of the sports officials focusing on real property construction. He meant first of all the “holy trinity” of Kachan, Zaichkau and Viktar Mikhadzyuk, the director of the Republican Centre of Olympic training for Equestrian Sports and Horse Breeding. A criminal case against Mikhadzyuk was already initiated. He is charged with abuse of power and official misconduct. His patrons may also be involved in criminal procedures.

The economic crime main department of the Ministry of Internal Affairs found some real property items that were constructed at someone else's expense on the plots of land belonging to Kachan and Zaichkau. The property items will stink, literally and figuratively, for a long time.

According to the economic crime main department, Zakreushchyna wood processing centre of Uzda forestry agency made two wooden outdoor toilets in June 2012. The toilets were made of good materials and cost 10 million Belarusian rubles each.

The luxurious toilets were mentioned in the accounting records of the enterprise and later shipped to the Republican Centre of Olympic training for Equestrian Sports and Horse Breeding in the village of Ratamka (Minsk district). But in reality, they were delivered to Moya Otrada gardeners' cooperative in the village of Zakabluki 10 km from Minsk and set on the plots of land belonging to then Lukashenka's aide for physical education, sport and tourism Ihar Zaichkau and minister of sports and tourism Aleh Kachan.

Criminal cases against Aleh Kachan and Ihar Zaichkau have not been initiated yet, but director of Uzda forestry agency and head of Zakreushchyna wood processing centre were involved in the criminal case. They are charged with violating part 2 of article 210 of the Criminal Code of Belarus (abuse of office and theft).

According to the Prosecutor General's Office they ordered their employees to make toilets of wood on Zakreushchyna centre's balance sheet that caused a loss of 20 million Belarusian rubles.

It's not so easy to understand why the act was called a theft, if the toilets were delivered to the high-ranking officials. Perhaps it will be figured out by the Investigation Committee, which received the criminal case for investigation.
