Leu Marholin: They Won’t Drop Idea Of Tax On Parcels From Abroad Easily

However, there won’t be any significant revenues to the budget of Belarus from this tax.

Proposals of the Eurasian Economic Commission to lower the threshold of duty-free online shopping to €150 have not found support from the countries of the Eurasian Economic Union. The decision was not passed after the yesterday’s session.

We remind that for today every citizen of the countries which are members of the EEC, has a right to order and receive consumer goods for personal use from any country for a sum no more than €1000 per month. Thus, offering to lower the threshold to €150, additional budget revenues are expected. Meanwhile, it had been offered to charge a single payment of €25 even for purchases within €150.

But is the game worth the candles?

“There won’t be any considerable additional budget revenues from that,” – an economic Leu Marholin believes. He said so in his interview to ucpb.org.

“Even supposing that the volume of purchases remains the same, nevertheless this means very insignificant sums, about $10-20 million a year, which is not a significant revenue for the budget of Belarus, for example,” – Leu Marholin said. – “But in reality there will not be even $20 million. The only result of that could be drop in such online purchases. People, who need these goods, are going to find them anyway. They would simply have to go to Lithuania or Poland for that. and all the states which are the members of the Eurasian Union, are going to lose even those revenues they have today. This flow is to turn into a little brook. The budget is to receive nothing, and moreover, post agencies are to lose income, as they had been earning good money on that.

At the moment common sense has prevailed, and the proposal has not been adopted. But I think that they won’t drop this idea easily. Other attempts are to take place for sure, and possibly with a threshold of €300-500, not €150. In any case, our Belarusian state is ready to use any opportunity to impose additional fees on its people.”
