The target of reducing visits to clinics and time spent in hospitals by a quarter has been set for 2017.

On January 25, Deputy Health Minister Dzmitry Pinevich announced at the forum in Minsk that therapists should be freed from routine work. It is a task to be solved by improving the quality of management in the provision of outpatient care services, BelTA informs.

According to Deputy Prime Minister, former Minister of Health Vasil Zharko, a lot of issues must be resolved by taking quality management measures, for example, by organizing appointments, efficient management of personnel, optimizing each specialist’s workplace, introducing new organizational technologies.

He stressed that the main complaints of the population about the medical care quality are concentrated in primary care: queues at clinics, long wait for appointments with specialists, lack of attention on the part of health workers.

"On the one hand, we do not limit the number of visits to outpatient clinics, do not set the criteria for the validity of visiting a physician and provide direct patient’s access to specialists, – Zharko said. – But, on the other hand, there are examples of insufficient work of clinics’ administration in organizing the admission of patients".

At that the official said that the maximum of the necessary medical care is to be provided during one visit. "The patient shouldn’t go from one office to another, stand in queues, get lost in the assignments and recommendations of experts," – Zharko said.

In addition, Deputy Prime Minister drew attention to the need of a sustainable reduction of beds in hospitals.

"Maintaining noncore beds and unjustified delay of treatment in hospitals are too expensive for the state and taxpayers, – he said. – All the necessary treatment must be held within a minimum, but a sufficient for a complete recovery period."
