Much that takes place in modern Belarus is unique. But most of all, the unique attitude to ordinary things that exist in many countries of the world surprises.

Elimination of guarantees

For example, Belarus celebrates the day of the October Revolution as a state holiday, no other country does this. Lukashenka congratulates citizens on this epoch-making event, which is now especially relevant, since the revolution will be 100 years old.

People waited for the communism, and got it. And those who have lived through these years can see how the power, which actually preserved Soviet structures at the local and regional levels, completes the elimination of social guarantees for the people, which the Great Revolution has once promised.

Whatever those guarantees were, they can be argued about, but the main thing that was promised – the confidence of everyone in the better or at least predictable future, – was appreciated by all. The authorities of sovereign Belarus declared their loyalty to the achieved before, pledged to support this confidence.

What really happened?

How did it begin? To answer, one can paraphrase the third sign of imperialism formulated by Lenin, according to which "the export of capital, in contrast to the export of goods, acquires particular importance." The Belarusian model did not focus on the export of capital, but export of goods was considered to be a priority. But it didn't succeed in producing competitive products in foreign markets. herefore, the sign of the Belarusian model can be formulated as follows: the export of labor, in contrast to the export of goods, has become particularly important. First of all, for the owners of the workforce, so it is appropriate to talk about "self-export."

The peak of the outflow (of human resources, labor) fell to the middle of the zero years, when Russia was solving the problem of doubling the GDP quite successfully, for which it required the qualified personnel that was available in Belarus and was well motivated by Russian earnings.

It usually happens when citizens get the opportunity to go abroad and find a more profitable job there. The international labor migration can be permanent, it can be temporary (under contracts limited in time), seasonal. It is regulated by international law and the laws of states that accept migrants.

What is given to the people?

The collapse of the former communist system had many causes. The main one, for example, was the inefficiency of the economy. But a significant role was played by the social injustice, cultivated on the basis of economic egalitarianism. When the bureaucracy actually privatized (although at that time such a term did not exist) the system of social benefits distribution, which were declared as common ones, and ensured itself a lifelong nomenclature rent, the society demanded the abolition of benefits. The issue of depriving "beneficiaries" has grown out of that automatically. And it was resolved not in their favor.

But it turned out that the nature of the power did not change, because it came to those who wanted to become the beneficiaries most of all. At first, the nomenclature privileges were modestly restored. Having been mostly informal, they acquired the status of laws, the resulting privileges were supplemented by bureaucratic rent paid for loyalty to management.

And what has been given to the people? You can count these sovereign debts on the fingers of one hand. Most of them have already been returned to the benefactor. Until recently, the citizen's right to free labor without the state’s coercion was not questioned. As they say, there are no more masters among us, no slaves, no exploiters, no exploited, there are citizens choosing themselves any occupation that does not interfere with the law, not obliged to report on the way of obtaining daily bread, if it does not violate the law.

It should be so, if you follow the Constitution. But the same things repeat again – the healthy ones envy the sick ones again, the strong ones oppress the weak ones, the rich ones want to strip naked the poor people. That’s why, according to sociologists, at least half of Belarusians consider the opportunity to leave this blessed country. The smaller part of them – forever, the majority – at least once to earn some money. Some of them have to pay the mortgage, some of them – new taxes and communal bills.

The self-export of labor assumes great importance in Belarus...
