Loser-Policy Maker Requires a Kick in the Rear

Lukashenka's Decree No. 7 is Directive No. 4.

The other day the Belarusian dictator signed Decree No. 7 "On Development of Entrepreneurship". The coordinator of the European Belarus civil campaign Zmitser Bandarenka told Charter97.org what other initiative of the authorities would bring to.

- Did you have deja vu when Lukashenka signed Decree No.7?

- Of course, it's the same old song. The state media then expressed joy, and high experts in independent economic publications began seriously discuss "prospects" of general economic "liberalization" in Belarus. I remember such famous people as Uladzimir Karyahin, Yury Sheutsou, Paval Daneyka and other experts expressed their points of view. They invented "prospects" for the development of entrepreneurship.

As for me, this is connected with what happened in early 2011, when I was in the prison ward of the KGB Amerikanka along with big businessmen who were defendants in various criminal cases.

I remember one of my wardmates was laughing to tears when he read in the newspaper that Lukashenka signed so-called directive No. 4 "On Development of Entrepreneurial Initiative and Stimulation of Business Activity." My wardmate then exclaimed: "They entrap! They entrap!

These are my memories connected with that decree.

- Does it turn out that businessmen are being entraped again?

- If this decree is adopted right now, then it is possible to draw parallels with the beginning of 2011, when the dictator suppressed protests in the country, quarreled with the whole world, there was a prospect of sanctions and economic blockade loomed and it was necessary to take money from somewhere.

These decrees and directives are signed make some crazy investors come to Belarus in conditions of "economic liberalization" , make Belarusian businessmen to take loans from foreign private banks that are not under control of Lukashenka, but then they will all be sent to prison and this money will be withdrawn. As, for example, the investor of the Minsk Bicycle Plant is now in prison and is sentenced to a long term. Over the past six years, a great number of high-ranking businessmen of Belarus also visited the Amerikanka or other prisons and lost tens of millions of dollars.

In general, times are determined by decrees. You can draw a complete analogy with 2011 and predict what will happen to the financial system of the country and the economy.

- Does it turn out that one can expect a certain growth of officially registered entrepreneurs who will subsequently come under the close eye of the Belarusian special services and there will be an expropriation of their property in a down economy? Can this be compared with the times of the economy of the 1920s?

- No, it cannot with all the negative attitude towards Lenin. The economy of that times was a real project which caused the revival of the economy of the Soviet state. And here nothing will happen. But the consequences will be the same.

It can be predicted that this new decree is just a signal that new hundreds of Belarusian and foreign businessmen will go to Belarusian prisons.

- So what should we do today?

- There is an example of a neighboring Poland, its GDP growth is expected at 4% this year. The gross domestic product of Poland is 500 billion dollars. That is, three years of GDP growth of 4 percent equals at more than $60 billion. For comparison, this amount is the entire GDP of Belarus for the year.

The country, which is four times larger in population, nevertheless, develops at such a rate that over the past 10 years it has gained three more current Belarusian economies.

Lukashenka needs to carefully read the book of his former economic adviser Kiryl Rudy "Financial Diet", where he wrote about what prospects await the country's economy: this is a demographic trap, a trap of minimal development, a technological trap, and the most important is a humanitarian trap. Because as a result of all Lukashenka's actions, people leave for Poland, Russia, Canada or even to Australia. However, there should be someone to support life in Drazdy and to provide at least a minimum ration for pensioners, because the country misses the labor force.

All these insane decrees - "on parasites" or "on the development of entrepreneurship" are the trick of a worthless loser- policy maker Lukashenka.

He is not able to rule and he needs to kick in the rear.
