Lukashenka: How Much Money Do You Still Lack?

The dictator spoke about the financing of science.

During the meeting with the scientists, Lukashenka raised the issue of finances. The money, the ruler said, will come when there is result. He said this at the plenary session of the II Congress of Scientists of Belarus, tut.by writes.

— No result — no money, — the dictator stressed out, having underlined that science should not stay aside the solution of important issues. — We are not so rich to waste money on fruitless activities. No one needs barren flowers.[…] Probably, there are some people in this building who would object: “The budget financing of science is not sufficient”. I would reply: we all are highly aware that the state allocates as much for the needs of science, as it can.

According to the ruler, scientific organizations throughout the world use their own resources, actively attract funds from enterprises, investors, venture funds. In Belarus, the share of finances of the organizations on researches and development is only about a fourth. Since 2007, it has decreased by more than 14%.

Lukashenka said that, despite all the complaints of the scientists, huge money “remains not used” here.

— How much money do you still lack? — the dictator addressed to the scientists. — It’s here, just take it. Recently, you persuaded me that the new order of formation and use of these funds would improve the situation drastically. I listened to you and took a decision, but I have seen no results so far.

The same concerns the issues of venture financing, Lukashenka noted.

— Insufficient activity plays its role here, of the state administration bodies also. Maybe there was some rigmarole, — the ruler continued. — However, not only the bureaucratic obstacles interfere with our work, but the lack of significant projects, break-through inventions and offers from the scientists. […] Let the scientists engaged in rocket building in the country stand up. Let them stand up and say they had not enough financing. There was a project, there were smart offers — and we accepted their offers.

The dictator underlined that science should earn by itself. He called on the scientists to offer their projects.

— We will help you financially, — the ruler said. — […] I will give you just one example. Recently, the country that is very close to us — the People’s Republic of China — provided a huge credit to us. More than $ 15 billion. We used this money in, probably, seven years. And these were beneficial loans. No one gave us cheaper credits, even Russia. Take it, use it. Silence in the hall. This means, no ideas, no projects. Well, a no is a no.
