Local authorities suddenly "backpedaled".

In 2015 Alla Pyatrova from Cherikov had a cancer operation, spent two months in hospital and later had a long rehabilitation period. All that time she did not work and finally got the notice to pay the duty.

"My labour experience is 35 years. Why should I be a sponger in our country, but not an example for them? I offered them to take a survey. Let's ask our dwellers whether I am sponger or not? Let people decide, if the commission is not able to do it! Why does Decree No. 3 not provide for a norm to release such citizens from a forced labour not to let them stay in one row with spongers?" Alla Pyatrova told Euroradio.

She addressed to the Cherikov District Executive Committee with the request to release her from the tax. But bureaucrats did not find it necessary.

The woman wrote a complaint to the Mahilyou Regional Executive Committee. They said that "deputies" "have the right, not an obligation" to dispense from the duty. "No violation on the part of the Cherikov District Executive Committee is detected," the woman reads the answer of Aleh Chykida, first Deputy Chairman of the Mahilyou Regional Executive Committee.

A few days later she was unexpectedly asked to appear at the District Executive Committee. "I had a call and was politely offered to write another letter to the "House of Representatives". I say that if they need they should do it on their own, I will do nothing anymore. Can you imagine that? No documents are required anymore!" the woman rejoices.

It turns out, while the complaint of Alla Mikhailauna against local officials was considered and arguments to substantiate their innocence were looked for, they realized that had dropped a brick and changed position. But by the inertia the District Executive Committee failed to find any violations in their first decision.
