Lukashenka: We Cannot Find Normal Managers

The dictator decided to transfer the loss-making enterprises to the control of the local authorities.

Introduction of a mechanism of the confidential management of enterprises was discussed at the session with Lukashenka, the dictator’s press-center informs.

On Thursday, February 9 the government presented the prepared draft decree on the trust management of enterprises as property complexes to Lukashenka. The document was brought to the dictator to before adoption so that there would be no need to correct it due to the possible mismatch with the economic realities.

Lukashenka decided that Introduction of a mechanism of the confidential management at the loss-making enterprises might cause “negative consequences, the attempts of the illegal seizure in particular.”

“Can we regulate the relations, established by this decree, without it?” – Lukashenka asked.

He also cited an example: There is a loss-making enterprise working poorly - the task is to make it work efficiently. "So let's give the right to the responsible authorities. If this is agricultural enterprise, we meet the governors and chairmen of executive committees - let them determine how to manage this enterprise ", - the dictator offered. According to him, in case of appointment of various kinds of managers to the loss-making organizations there is the risk of the illegal seizure attempts. "How many loss-making enterprises were rescued by managers? I don’t remember any. So I am concerned, why getting engaged into all this?” - Lukashenka said.

He also stressed that starting the regulation of various processes one should base on the reality – the normative database for small and medium businesses, according to the dictator, consists of about two thousand legal acts. "Who will read them?" – Lukashenka asked.

The dictator also suggested that the loss-making enterprises should be managed by an owner - the state presented by the district and regional executive committees, the government. He complained that Belarus lacks ordinary managers to handle the manufacture, let alone trust and interim managers.

“We cannot find normal managers to head enterprises, and you thing you will find more managers for the confidential management?” – Lukashenka said.
