No One Trusts Office Parasites Anymore
CARTOON: SIARHEI NAHORSKI

Without the officials-“parasites” everything can be done cheaper and more effective in the country.

Neighbours persuaded Biaroza activist Aliaksandr Kabanau to head the Partnership of homeowners.

Aliaksandr Kabanau answered the questions of the ucpb.org on how it happened.

– What kind of a fair meeting it was?

– It was a meeting of the house tenants. We have a new house, people are just starting to settle, doing repairs. An idea came along that it was necessary to make a project of the basement. I acted as a builder - suggested where to make a project, how to organize construction. The people were standing there listening – the representatives of 41 apartments out of 60 – and someone was the first to have said: "Listen, Kabanau, so come on - handle it." I said: "Guys, I don’t have time really ..."

In fact, people just know that I'm the only one in our house who got the capital development administration re-do the repairs in our apartment. I said: "I do not have a very good relationship with the district executive committee either ..." - "But you will achieve your goal, you know how to talk with these people.

The people realize that there are certain problems everywhere. Even when you build some basement premises in the basement for yourself. There will be the need to cast the levelcrete, to mount the electrics – instances everywhere, it will be needed to go around many offices.

– So, the people seem to take someone who can really make it? Even influence these authorities?

– They say: “Not only you have certain knowledge in construction so you can control the works, they are also a bit afraid of you in those offices...”

– It turns out, if we had fair election, in a bigger scope?

- Yes, it seems real. One of my neighbours is a police officer who detain me from time to time... He wasn’t at the meeting, but all the rest said “All right, do it, handle it, we don’t mind!”

– That is, when you do something for them, they go, all right, do it?

– Sort of.

– Does it mean that, given fair elections, this government has no chance at all?

– Absolutely. No one trusts them anymore. I resisted as stubbornly as I could – I don’t really have time for that: “They put me in jail periodically!” – “We know they do, it’s okay!”

As for the reason why I agreed, a man came and said: "We have two options: first - we order all the work in the housing and communal services administration, and they bill us for the project, for the work, and do it. The second option is that the construction company that built the house will do it. "

After that I got up and said: "Guys, let's do this: most of the money that we manage to collect for building these cellars will go to the salaries of the office workers, who are not that poor anyway. And the workers, who will do all the work, won’t get a damn thing, by and large. And the sum will be much bigger. And if we make the project ourselves, arrange the contest and find a businessman on a competitive basis, who do not pay to the office workers, we will see the amount in full and understand where our money is going. We will not achieve that either in the housing and utilities administration and in the capital development administration.

If we control this ourselves, it will be twice cheaper. The most important thing for me is that I will not pay anything to these parasites.
