Lukashenka Signs Decree On Watching Every Citizen For $100 Million

The Ministry of Internal Affairs is now responsible for the global video monitoring system.
On May 25, Aliaksandr Lukashenka signed Decree # 187 "On the Republican Public Security Monitoring System", which provides for the creating a centralized video monitoring system in Belarus. The Ministry of Internal Affairs has been authorized to handle this issue, the press-center of Lukashenka reports.
The main task of the new system is "to monitor the state of the public security in order to ensure public order, prevention, detection, disclosure and suppression of crimes, other offenses, tracing the persons who committed them, and persons missing, preventing and eliminating emergency situations."
To this end, the video analytics software and special detectors will function in the monitoring system, allowing to record certain events. It is planned to create a video archive with the option to search for the necessary information.
It is also planned to automatically inform the state bodies of the security system "about the occurrence of events affecting public safety". The right to receive information recorded by the monitoring system is provided also to other entities according to their competence.
The decision to create a Republican system for monitoring public security was made in March at a meeting with Lukashenka.

The Minister for Internal Affairs Ihar Shunevich explained the mechanism of the new system:
- There is a center, all the duty services of the bodies providing public safety, health, etc. are concentrated in it. There is the duty service of the Ministry for Internal Affairs, the emergency service of the Ministry of Emergency Situations, the ambulance, the border troops, the KGB and other institutions," - the Minister said.
According to the head of the Ministry of for Internal Affairs, a global video monitoring system for public security will be created, which will include video cameras and the data transmission network.
"All this will go to one center, operators will record various offenses, incidents, and so on and forward information to the appropriate service for response. This system is used in many countries, it saves forces and means, the effectiveness and operativeness of response increases by many times, " - Shunevich said.
He also noted that one duty service would provide monitoring. It will be supervised by the Ministry of Internal Affairs.
As reported, the operator of the monitoring system will be either a state company or a "reliable privateer, ready to become an investor". It's about the amount of up to $ 100 million.
