The Vehicle of a Belarusian Robbed Because of the Russian Traffic Police
AP KOMMERSANT

The Belarusian faced real "knights of the road".

The editorial office of Charter97.org received a letter from a reader who told about the incident that happened to him on a Russian road:

On 19 August 2014 I drove back to Moscow after a holiday in Belarus.

When crossing the border, I was stopped by traffic police officers in the Bryansk region for turned-off lights. When checking documents, it was found out that I had an overdue medical certificate that was required because there was the note in the driver's license.

Employees of the traffic police decided to remove me from the vehicle, called a breakdown truck that took my car Skoda Felicia away.

A traffic police officer, the investigation found that it was Koshlo V.V., stopped a passing car in the direction of Belarus and I was put in there.

At the same time, I was not given any protocols.

After writing an appeal to the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia on 5 September 2014, the employee contacted me and said that I could take my car at the "zero" kilometer on the Russia-Belarus border on the M13 highway. The next day I went to a specified place and found my car near the insurance point.

Doors were open, my seized documents and keys were in the front seat. At that, the vehicle was with missing parts: there were no box with all tools, the emergency stop sign, a hydraulic jack, a reflective waistcoat, the cover on the steering wheel, the stand for a mobile phone and so on. There was no fuel in the tank, and the canister with fuel.

After my appeal to the Investigative Committee of the Russian Federation a criminal case was initiated and it recognized that property damage was caused to me by officials of the State Traffic Police of the MVD of Russia. But later I was refused to initiate a criminal case and satisfy my complaint.

Appeals to the MVD and the Prosecutor's Office of Russia also did not lead to anything. From their reports I learned that guilty traffic police officers were not even brought to disciplinary responsibility.
