Economist: Information Is Collected Not Only On "Parasites", But On All Citizens

The new decree has simply been used for completely different purposes.

Economist Siarhei Chaly has told in the program "Economics In Layman’s Terms," what the decree "on parasites" has been translated into.

– They have availed of the new decree. Now it is not about the employment at all, – the economist says.

Economist Siarhei Chaly has studied the new version of the decree and the related resolution of the Council of Ministers No. 239 (on the formation of the database of able-bodied citizens not employed in the economy). And his conclusions are disappointing.

Now 12 state bodies will send to the Ministry of Labor lists of identification numbers of citizens who are considered employed in the economy.

In other words, it is about collecting information on all the 4.5 million citizens of working age and full identification of a person. Only after that they will keep track of "parasites".

– In fact, the information is collected not only on "parasites", it is collected on all the able-bodied citizens, – Siarhei Chaly says.

In his opinion, the original essence of the new Decree No. 1 has changed, "there has been a catchup of the idea."

– There was a scandal with Facebook about how much information was collected on people without their desire. But, beg your pardon, there will be information about everything that a person is busy or not busy with in a simple text file, – the economist notes. – You can imagine how many people will get access to this information. And how many opportunities for abuse are there in this situation.

Siarhei Chaly, drawing an analogy with the scandal around Facebook, expresses the following: "The system of spying upon a person for gaining profit has been built."

And the spying will take place almost online, as the database will be updated quarterly:

– In fact, a terrible thing happened... The trick is that after all, Lukashenka was deceived as well. Where is the promotion of employment? Where is "to make people work"? Now the essence of the decree is the following: "Oh, let's create a database on everyone."
