“The conditions are such that the inspectors leave en masse, there is no one to check the carriers,” the Traffic Inspectorate of the Ministry of Transport complained to tut.by. The transport workers say that although drivers do not like them and complain, it is not worth rejoicing at the lack of personnel in the controlling structure: this will lead to more offenders appearing on the roads, accidents will increase, and the state budget will receive less money.

- I’ve been working in the Traffic Inspectorate for several years, during this time heads and unit heads have changed not once in the central office. There have always been enough difficulties, but now it’s become very complicated,” said a unit head of the Traffic Inspectorate of the Ministry of Transport on condition of anonymity.

The traffic worker says that the work of their inspectors has always been hard, as, indeed, of any other controlling structure.

- I have to work not only during the day, but also at night and on weekends. It is clear that if inspectors find violators and fine them, then people are not happy with them, on the contrary, they are negative, and some even behave aggressively: they insult, and sometimes even attack with fists. Psychologically, this is hard work, and the salary is very low - now about 700 rubles. But people stayed, especially in the periphery, where there are not enough jobs.

In 2017, the law-enforcement officers checked the Traffic Inspectorate. Over the past two years, criminal cases have been instituted for corruption offenses against ordinary transport workers and their superiors.

In Homel, the head of the Traffic Inspectorate branch, and the subordinate who bribed him, were convicted.

After previous head of the Traffic Inspectorate Leanid Lemesh was convicted for bribery and fired, in June 2018, Ryhor Viaremka, the former deputy chairman of the State Control Committee, was appointed to this post.

- After the arrival of the new boss, the department of prevention and control appeared in the inspectorate so that they would check us. It seems to be nice, but in the last year there has been pressure, denunciations at full swing. We are psychologically pressured to such an extent that people cannot endure it and quit.

According to the employees of the Traffic Inspectorate, all inspectors who work on the line were required to wear lapel DVRs. You cannot turn them off all shift.

- For example, a man goes to the toilet, talks on the phone with his wife or child, or just sits alone in a company car - the recording is in progress. The “security men” then watch the videos and may deprive him of part of his salary for any small thing. By the way, if the DVR breaks, they oblige the employees to repair the device for their money ... The powers and the possibility of control over us were given to people who do not know the nuances of the inspection work, and never went to the line.

“About 60–70% of experienced inspectors who have worked for 10–20 years have already quit,” says the transport man. - Many go to work as truckers and taxi drivers. It turns out that we train personnel for companies that we then control. Now in the regional departments, most of the service vehicles are idle - there is no one to work. I know that at night the roads remain almost completely uncontrolled.

It’s almost impossible to find new workers to replace the dismissed transport staff, the source said. Applicants must be with a higher technical or legal education. There are such people, but when they find out the size of the salary, the responsibilities, safety nuances, they disappear.

- Those who nevertheless decide to work often do not know the permissive system, the regime of work and rest, how to fill out an administrative offense report, other nuances. They stop the car, suspect that the carrier has violated something, but they don’t know what to do with it. You won’t disturb the supervisor for each driver, and they let go of a possible intruder.

The number of violations committed by carriers and detected by inspectors over the past year has decreased by three to four times.

Transport workers say that if the situation does not change, it will become worse on the road in terms of safety: carriers that still violate the law will feel that they are not controlled and will commit more violations. For example, drivers will violate the regime of work and rest, not sleep for days, overload cars and semi-trailers. Accidents and casualties may become greater. Motorists will ignore tolls - the budget will not receive any funds.

Recently, caring employees wrote anonymous letters to the Ministry of Transport, the Prosecutor General, the KGB, and the Ministry of Internal Affairs.

In the appeals, people said that the Traffic Inspectorate is now in its 37th year: “the denunciations, intrigues, [the head of the inspectorate] recruits former police officers who monitor the workers illegally, write their phone numbers.” According to the authors of the appeal, their work now is not to control carriers, but to justify themselves and write explanatory notes.

It was not possible to get a comment from the Traffic Inspectorate: the head of the inspection is on sick leave, and the department’s press-center has no information related to anonymous complaints.

The Ministry of Transport confirmed that they did receive anonymous letters from citizens complaining about the leadership of the Traffic Inspectorate. However, the solution of the problems reported is not the responsibility of the department, so the letters were redirected to the law-enforcement agencies. So far, no law-enforcers have come with a check to the transport workers.
