Human Rights Defender About Lukashenka's Words: It's Crime

An official cannot have immunity status.

Baranavichy human rights defender Siarhei Housha drew attention to the words of Lukashenka that the country had created a personnel register of 850 people, HRC Viasna writes.

"These people have certain powers and protection, immunity. For example, they cannot be detained or arrested without my permission. It is important for them to be able to act independently," - Aliaksandr Lukashenka said.

According to the human rights activist, these Lukashenka's acts grossly violate the Constitution of the Republic of Belarus, namely:

Article 7: "The principle of the rule of law is established in the Republic of Belarus. The state, all its bodies and officials act within the limits of the Constitution... ";

Article 23: "No one may enjoy advantages and privileges contrary to the law.

Moreover, neither the Constitution nor the Law "On the President of the Republic of Belarus" grants immunity to a state official.

"The creation of an anti-constitutional group with the aim of forming and obtaining power, as well as the illegal granting of special powers to its participants, is an act of gross interference of the authorities in their personal interests," - Siarhei Housha concluded, referring to Article 426 of the Criminal Code of the Republic of Belarus.

The human rights defender appealed to the central apparatus of the Investigative Committee with a statement demanding to investigate A. Lukashenka's actions.

The reply with Ul. Zhukouski's signature, which Housha received on November 19, says that the human rights activist's statement does not contain "any objective data" that would testify to the crime. Therefore, there are no grounds for the Investigative Committee to conduct an investigation.

"Your words are biased, so we won't carry out the check," - that's the essence of it.
