35-Year-Old Russian Commits Suicide Due To Expel From Belarus

Another case of suicide of a migrant because of the prospect of expulsion from Belarus has been reported: in December last year in Loyeu, 35-year-old Sergei Borisov committed suicide after he received an expulsion order for 4 years. The man’s relatives told tut.by about this.

Sergei was a citizen of Russia, but for the last 17 years he lived in Belarus, and he was also born here. He had an apartment in Homel, but in recent years a man has moved to Loyeu - closer to his retired mother and disabled brother.

On December 14, 2018, the Department for Citizenship and Migration of the Loyeu District Department of Internal Affairs "in the interests of public order" decided to expel the man from Belarus. In the resolution, the senior inspector of the citizenship and migration group of the Loyeu District Department of Internal Affairs noted that during the year Sergey committed two administrative offenses: appearing drunk in a public place and petty theft. She counted other administrative violations of the man for the duration of his residence in Belarus - in 10 years, there were eight such cases (mainly, the appearance in a public place in a state of intoxication).

As a result, the permanent residence permit was revoked - and by December 28, Sergei had to voluntarily, at his own expense, leave Belarus.

A family friend, Sviatlana, a lawyer by education, helped the man to make a complaint against the expulsion order addressed to the head of the Internal Affairs Directorate of the Homel Regional Executive Committee. However, they did not have time to send it.

- On December 19, we had an appointment with the notary public at 10 a.m., - Sergey’s mother Liudmila recalls. - We talked on the phone at about 9. I called him again at 9.50, so that he started moving – he didn’t pick up. I came over to his house, called again – no result. I approached the very apartment, I was calling and heard the phone ringing inside, but Sergey did not answer it. The neighbor tried to calm me down, like, Liudmila, don’t worry, maybe he went out somewhere and left the phone. However, it wasn’t like him at all, - the woman cries as she recalls the day.

After two hours of waiting, they decided to break the door. Sergey was lying near the bathroom. As it turns out later - sober. A note was beside him. Then the family found several more notes of similar content: one addressed to the mother, anther – to the godmother, one more was a heartcry, the fourth was for the police (we do not publish it for ethical reasons).

- We silently endured grief. And then we came across an article in the media about these two men. And we realized that, we were not the only family in such a situation. Apparently, this was already a trend. Are our law enforcement agencies some deportation maniacs? I don’t know what motivates them when they make these decisions, - says Sviatlana.

- Our inspector told me, even when this resolution was being prepared, that because of my son she was deprived of a bonus, like, she failed to expel him in time. Well here , she expelled. Has she received that bonus now? I do not understand in whose way he could possibly stand, - the mother of the deceased cries again.

The decision to expel Sergey is considered illegal by women — each in her own way: the mother thinks so because she is a mother, Sviatlana - because she is a lawyer.

- Expulsion is applied to a foreigner in exceptional cases when, taking into account the identity of the alien, it is possible to make an unequivocal conclusion that the use of other types of restrictions will not ensure the security of the state interests or the interests of the population. The revocation of a permanent residence permit is a right and not an obligation of the government decision maker. This means that even if a foreigner is brought to administrative responsibility for one calendar year five or more times, when deciding on the annulment of a residence permit, all circumstances of a citizen's connection with the Republic of Belarus are taken into account and evaluated. When considering the issue of the expulsion of Sergeн, such important moments were not taken into account that, for example, he owns an apartment in Homel, in which he recently lived, regularly paying utility bills, he had no housing or work outside Belarus, and his mother and his brother, due to their age and health, require attention and care, - Sviatlana lists arguments.

... Recently, Liudmila received a letter from the Investigatory Committee. It says that on January 30, the pre-investigation check was resumed upon the death of her son.

Important to note, on January 15 of this year, Vitaly Kuzmenkov passed away in the village of Niahouka, Buda-Koshaleva district. The native of Russia lived in Belarus for the last 14 years. Here he had a house, a wife Olga and six daughters. Shortly before the New Year holidays a man got drunk right at his workplace. He was fired, and after that the Buda-Koshaleva District Department of Internal Affairs canceled the permit for permanent residence in Belarus. They wanted to expel the man, but failed to do it in time.

In the coming days, the fate of another migrant, Ukrainian Serhiy Protsenko, will be decided. The Department of Citizenship and Migration of the Buda-Koshaleva District Department of Internal Affairs, and then the district court decided to expel him from Belarus because he once appeared drunk in the street. The man has nowhere to go, and his wife is on maternity leave without an income, with three young children. Serhiy decided to fight for his family - filed a complaint to a higher instance court. On February 7, the judicial board of the regional court will make a decision on this case.
