The government submitted a draft decree on housing construction in the satellite city of Smalevichy to Lukashenka for consideration. Iryna Hantarova, the deputy chairman of the construction and investment committee of the Minsk City Executive Committee, spoke about the main provisions of this document, answering a question from tut.by.

According to Hantarova, the draft decree involves the construction of a single experimental house in Smalevichy.

– [Draft decree] provides for the provision of state support to citizens, registered as being in need of better living conditions on the territory of Minsk, for the construction of apartments in this house within the framework of Decree 240 (which involves government subsidies to repay a home loan. – Note tut.by), – she says.

But the main innovation is that even those who joined the waiting list only yesterday will be able to apply for the flats in the experimental house. Everyone will be notified in advance in the media and district administrations about the start of the application period.

– If there are more people willing than the apartments in the house, then preference will be given to those who had previously been on the waiting list, – Hantarova specifies.

According to her, this will be the house of typical consumer qualities. Most likely – in the MAPID construction.

– The price per square meter will be cheaper there than in Minsk, plus state support. If this experiment gets support, then the situation will continue to evolve by this principle –the official says.

We would like to note, that recently, the issue of the development of satellite cities sounds more and more often. This week, Lukashenka once again instructed to activate construction there.

However, as officials themselves admit, that it's a slow process. First, it is necessary to build not only houses, but also infrastructure in these cities. Without it, the number of those who wish to live in cities like Smalevichy will obviously not increase. Secondly, the Minsk Regional Executive Committee (expectedly) is not eager to pay for the infrastructure from the regional treasury; after all, it will be Minsk citizens who will move to the satellite cities first of all. Thirdly, there is not much work in satellite towns, and people still need to travel every day to the capital. And for this you need a good transport connection.
