At the airport, he was detained. Two days later, the deputy head of the Department of Citizenship and Migration of the Kastrychnitski police department decided to forcibly expel him "in the interests of public order, the protection of morality, public health, and the rights and freedoms of citizens."

Nalgiyev, according to lawyer Anton Hashynski, insists that he did not know that he was on the interstate wanted list, he was not charged with committing crimes at home. Belarusian law enforcement officers did not offer Nalgiyev to voluntarily leave Belarus.

Ismail Nalgiyev is the leader of the public association "Choice of Ingushetia", was an active participant in the protests against the border treaty between Chechnya and Ingushetia. Mass protests in Ingushetia began in September 2018 after the heads of the republics signed an agreement on the border. There should be an exchange of non-residential areas between the Nadterechny district of Ingushetia and the Malgobek district of Chechnya between the republics. According to the opponents of the agreement, it is not equivalent for both parties. Since April 2, at least 40 activists have been detained.

Nalgiyev is convinced that the persecution is connected with his opposition activities and is of a political nature. The complaint of the lawyer notes that in the event of expulsion, torture, ill-treatment can be used against Ismail as revenge for his activities, there is a possibility of his murder.

According to the law, citizens who are in danger in the country of expulsion because of their political beliefs, there is a threat to their health and life, cannot be expelled from Belarus. A lawyer's complaint addressed to the head of the Main Internal Affairs Directorate of the Minsk City Executive Committee was registered at 13.15, and already at 15.00 it became known that Nalgiyev had been taken from Belarus to Russia.
