What Does Traffic Police Want To Achieve Introducing New Regulations?

There is no objective reason to introduce a norm on checking drivers’ documents.

Preparations for the introduction of new traffic rules are being actively discussed in Belarus. Authorities’ desire to provide the traffic police with the right to stop any vehicle to check the documents has caused the greatest resonance among the drivers.

The Charter97.org website asked former chairman of the Supreme Soviet of Belarus, Lieutenant-General of Police Miachyslau Hryb to comment on the situation:

– We must ask the authors of the new traffic rules – why do they establish this norm? What do they want to achieve?

In fact, even now, when organizing traffic safety, it is recommended for traffic police inspectors to stop cars to check the documents sometimes. There is no official ban on this in the regulations. And it couldn't be: some people drive without documents, or with forged documents, driving stolen vehicles – you never can tell.

Another thing is that there are no objective reasons to introduce this norm in the traffic rules.

What do they want? Probably, to give more authority to traffic police inspectors. So that they could stop any car at any time – and at the same time be formally right.

But the authors of the traffic rules will not improve the situation on the roads in this way. I don't think there's been a sharp increase in the number of car thefts lately. The statistics on car theft remain at the same level as in previous years. Then why is this norm in the traffic rules? I do not see the need for it.

They will just start stopping drivers more often. At any time the traffic police will be able to stop any car. Well, of course, not any: there is a list of cars in Belarus, which they will not stop. There is a system of regulations and instructions: do not approach these ones, do not touch those ones. And other drivers will be stopped more often.
