Has there been a mistake?

The emergency with chlorine in Minsk Sports and Recreation Center "Serabranka" could have been caused by non-compliance with regulations for maintenance of the dosing station: someone poured the coagulant into the tank with chlorine by mistake. Such a preliminary reason was voiced by the Ministry of Emergencies of Minsk, tut.by reports.

What happened?

We remind that on Sunday evening, March 28, visitors to the sports and recreation center in Serabranka reported to the rescuers about a sharp asphyxiating smell.

- A security guard with a walkie-talkie came up a little after 9 p.m. and asked: "Please leave the building." The visitors were told that chlorine had burst in the basement, which was very dangerous - we could burn our lungs. We went to the locker room to change, but almost immediately MES officers in uniform came up to us and told us to leave the building as quickly as possible, - visitor of the Recreation Center Siarhei said. - There were at most 10-15 people in the gym. Eight guys, maybe five girls. A lot more people were coming out of the swimming pool, they are on the same floor.

Later it became known that 82 people were evacuated (including 70 visitors), one employee was hospitalized with a preliminary diagnosis of chlorine poisoning.

The preliminary cause: coagulant was poured into the chlorine tank by mistake.

During the on-site investigation, it was discovered that there had been maintenance work on the dosing station in the water treatment room in the basement. Coagulant for water clarification was mistakenly poured into a tank with chlorine - there was a chemical reaction with the release of chlorine vapor.

It turned out that the maximum permissible concentration of chlorine vapor in the water conditioning room was exceeded 35 times. In other rooms, the MPC was normal, the Ministry of Emergencies reported.

Rescuers, together with representatives of LLC "AquaInterCom" carried out work on neutralizing the substance - diluted with water, as well as ventilated the basement. The problem substance was utilized and the MPC was measured again - no excesses were revealed.

The preliminary cause of the accident was a violation of process regulations for the maintenance of the dosing station.

In February 2021 in Zhytkavichy, 29 people went to the hospital after visiting a swimming pool at the local children's sports school. It appears that the staff member there also made a mistake when preparing the water disinfection solution: a man poured hydrochloric acid into a container with a liquid chlorine solution. A chemical reaction began with the release of vapors.

At the time of the incident, there were 18 children aged 8 to 13 and 11 adults, including the site staff, inside the school building. Parents and children went home, but it was decided to call the visitors and send them to the hospital for examination. After examination by medics, three children and one adult were left in the hospital under observation for further tests. Subsequently, the diagnosis of chemical poisoning was not confirmed.
