Such measures are designed to provide the domestic market of the country with goods.

The Lukashenka government, by its resolution of the "Council of Ministers" dated April 14, 2021, No. 221, imposed a temporary ban on the export of wheat, rye, barley, oats, corn, buckwheat, millet, triticale, and other cereals, Pravo.by reports.

The ban will apply to the export of these goods:

outside Belarus to the EAEU countries, regardless of their country of origin;

outside the EAEU when they are placed under the customs procedures for export, temporary export, processing outside the customs territory, and re-export.

The ban will not apply to cereals if they are exported for international humanitarian assistance by government decisions and as supplies; movement within the framework of international transit traffic.

The main provisions of the decree come into force after its official publication and are valid for three months.

Such prohibitions are not uncommon. For example, last year there was a ban on the export of buckwheat, garlic, and onions from Belarus. Such measures are designed to provide the domestic market of the country with goods.
