Back in 2017, Deputy Prime Minister U. Siamashka and Chairman of the Belneftekhim concern I. Liashenka "removed" from the post of director of the enterprise the intractable professional Kanstantsin Mayanau. Through the efforts of Liashenka, an absurd criminal case was opened against Mayanau. Since the "displacement" of the chairman of the Belneftekhim concern I. Zhylin, the arrest of V. Volkau, Liashenka, who "sat behind" them, has skillfully mastered the methods of fabricating cases and "undercover intrigues." Liashenka did the same with K. Mayanau, an effective manager of Hrodna Azot for many years. Liashenka was given a clear task: to prepare the next modernization program. The only goal is the "profits" of Siamashka's group according to the proven "modernization" scheme.

Already in May 2018, Siamashka organized a meeting with Lukashenka, at which the program of “modernization” of Hrodna Azot was approved. The cost was pledged - $ 1.5 billion. It was decided not to waste time on trifles. The money was knocked out for the implementation of two projects at once: the modernization of the old complex and the construction of a new nitrogen complex.

The "icing on the cake" was that Hrodna Azot did not have its own financial resources to implement the project and was also unable to service the loan secured by the government on its own. The solution was found quickly. Hrodna Azot will receive preferential terms for gas supply at a fixed price for the period of implementation and recoupment of the project, which is about 15 years.

The planning horizon of the "court wizards" is impressive! They looked confidently into their personal capitalist future, as they say.

Former deputy prime minister and head of the Belneftekhim concern Ihar Liashenka, having become general director, zealously began to "work" the assets of the Hrodna nitrogen giant.

In this schematic configuration of the Siamashka-Kachanava group, two circumstances are of particular interest. Liashenka is a loyal member of Siamashka's group, his disciple and follower. Under the sensitive supervision of Siamashka, he grew rapidly - from the economist of the Homel Chemical Plant to the Deputy Prime Minister and supervisor of the security forces in the Cabinet. In 2018, Liashenka replaced Siamashka as Deputy Prime Minister. Liashenka's “suitcase of successes” is notable: the failure of the “alternative oil” project, the modernization of Naftan and the Mozyr Oil Refinery, the negative profitability of the petrochemical industry, the “collapse” of Belshina, Mogilevkhimvolokno, Polimir, choking from a chronic lack of raw materials Lakokraska, etc.

However, in the eyes of Siamashka, Kachanava, Tsertsel, and Sheiman, all this is sheer trifles. The main thing is to clearly provide personal financial flows and receipts to the participants of "group C." The "penny strategist" coped with this task perfectly well. This is the source of the second circumstance. It sheds light on the background behind Liashenka's appointment. Hrodna Azot was "forcibly brought" to the home stretch in organizing the largest investment modernization project - the construction of a new nitrogen complex. The total cost is $ 1.3 billion. A lot of money. The last time Siamashka's group "laundered" on similar projects, carrying out the "modernizdets" at the Svetlahorsk pulp and paper mill and Naftan. At the Naftan complex, the UZK "mastered" more than $ 1.5 billion US dollars. The deadlines were disrupted by almost 8 years. The completion of the project is not even visible.

In this nitrogen-modifying scam, Hrodna Azot's own funds are $ 250 million, more than $ 1 billion are borrowed loans secured by the enterprise itself and state guarantees. The guys finally decided to desperately "have fun" and hit a big jackpot.
