Promises and reality.

Although the Belarusian authorities, in the worst Soviet traditions, misinformed about the coronavirus epidemic, hid statistics, and manipulated it 15-20 times, there was still a glimmer of hope that the vaccination process would be well organized.

All the more enthusiastic propaganda on this subject has been spouting since the fall of 2020. They said that our closest ally invented the world's first and best vaccine, the Belarusians even volunteered for the third stage of Sputnik V testing, which means that we will soon organize the world's fastest vaccination process.

And what is the result?

In December 2020, Minister of Health Dzmitry Pinevich, following a meeting with Lukashenka, said: "It is planned to vaccinate 1.2 million people by the end of spring, and then reach the figure of 5.5 million vaccinated."

That is, by June 1, the authorities promised to vaccinate 1.2 million, or about 13% of the population - a weak goal, given that, in most European countries, by the beginning of summer, at least half of the population had already received the first dose.

Nevertheless, even these plans were thwarted by half. As of June 3, 560 thousand people (about 6%) received the first dose of the vaccine, and less than 300 thousand (about 3% of the population) completed the full course.

Moreover, communication about the usefulness of vaccines has also failed (simply, trust in government agencies is now below the floor, and Western vaccines have not been promoted at all), and there are not enough vaccines as such.

They have to quickly beg for 180 thousand doses from Russia in the light of the shortage of the second component of the vaccine and beg for Chinese vaccines not only directly from China but also through intermediaries such as the United Arab Emirates (10 thousand doses).

In total, there was a failure not only with the containment of the epidemic but also with the vaccination. There are only three countries in Europe where vaccination is slower than in Belarus. All of them experienced large-scale hostilities or are still at war in the recent past (Bosnia and Herzegovina, Kosovo, Ukraine).

Thus, the epidemic revealed an unpleasant truth: the quality of public administration in Belarus is at the level of states that have survived a socio-political catastrophe such as military operations.
